This chapter shall be called the Leesville Bassmasters of Wake County.
SECTION 2: PURPOSE
To stimulate public awareness of Bass Fishing as a major sport. To offer our state conservation department our organized moral and political support and encouragement. To promote full adherence to all conservation codes and to demand adequate water standards and legal enforcement of existing regulatory standards. To improve our skill as Bass Anglers through a fellowship of friendly exchange of expert Bass catching techniques and ideas, and a love for this great recreation.
The Leesville Bassmasters Club shall not exceed twenty-five (25) members with no more than 50% as non-boaters.
To
become a Member, a person shall:
(a) Voluntarily express a genuine interest in membership, and be
a minimum of twenty-one (21) years of age.
(b) Be recommended by a Club member at a regular meeting and fish with one (1) other Club member, and those Club members express their opinion of the individual prior to membership vote.
(c) Be voted on by the membership present. Vote shall be by secret ballot and affirmation must be by 90% of the membership present.
(d) Full membership shall then be awarded.
(e) The membership dues shall be as follows: (1) monthly dues of $10 shall be collected at each meeting. (2) Annual dues are $40 collected in November of each year (3) Any member who becomes more than two months or more in arrears ($20) will be deemed inactive and ineligible for club participation (tournament points, voting, etc.) until arrears are brought to $0. All membership dues shall be established by a majority vote of the membership.
(f)
A person awarded Club membership who has been informed by a Club
member
of their acceptance must submit to the Club Secretary the following
information:
Name, Address, Phone Number(s), and pay dues to the Club Treasurer.
The officers of the Chapter shall consist of:
President:
Preside over all meetings and direct all official business. Appoint
and direct all committee functions. Supervise all Club functions.
Vice-President:
Act as program chairman, assist the President in his duties, and
preside in the absence of the President.
Secretary:
Maintain reports and correspondence as required.
Treasurer:
Maintain accurate financial records of income and disbursement funds.
Provide quarterly financial projection at the Jan, April, July,
and October meetings.
Tournament Directors:
Office shall consist of two (2) elected Tournament Directors who
shall
be responsible for:
(1) Site selection and Scheduling for 12 tournaments between February
and November of each year.
(2) Tournament Direction
The Tournament Committee will be responsible for measuring and weighing
fish, and record keeping.
The election of officers shall be held annually at a regular meeting during the month of December. Election shall be by a simple majority of the members present. Election for each office shall be held separately in the order listed in ARTICLE III, SECTION I.
Each
member is entitled to one vote. Proxy votes are permitted and
may be in the form of a written proxy vote or verbal proxy vote
to the
President of the Club.
The
term of office is for one year, which shall begin on January 1,
and end on the last meeting day of December, or until the successor
assumes office. The original slate of officers shall serve until
the
last meeting day of the following December.
In the event of' an office becoming vacant, nominations shall be asked and an election held to fill the unexpired term of the individual vacating the office.
To
be eligible for an office, a member must:
(a) Have been a member for six (6) months.
(b) Have attended 80% of official club functions.
(c)
Have shown an active interest in all Chapter functions.
The constitution may be amended at any regular meeting by a majority vote of the members present, provided notice of the proposed amendment has been presented to the membership at least one regular meeting prior to the vote. Tournament Rules may not be changed during the tournament season for the current season.
A
member shall be dropped from the membership role for any one of
the following:
(a) Failure to pay dues.
(b) Any action which would reflect dishonor and disgrace to this Chapter.
(c)
A 90% vote by the membership present.
1. SAFETY
Safe boating conduct must be observed at all times by all competitors. Each competitor is required to wear a Coast Guard approved life preserver when the main power source is running. No alcoholic beverages are allowed during tournament hours.
2. PAIRING OF COMPETITORS
The tournament pairings shall be assigned by the Tournament Directors.
3. TOURNAMENT HOURS
(a) The Tournament Directors shall determine the starting time and
the weigh-in time on tournament day or days.
(b) All contestants boats are to be in the water at the designated
ramp location at the tournament starting time.
(c) The contestant's boat drawing the "last to leave" position number
will be responsible for timing the "ooze-off". The time interval
will be approximately 10 to 15 seconds between boats.
(d) Each contestant is entitled to the use of the front of the boat,
in an area where he wishes to fish, for one-half (1/2) of the scheduled
tournament hours. Which half of the period that he uses the front
may be determined by a coin toss.
4. "DON'T KILL YOUR CATCH"
(a) All contestants will hold fish in the boat live-well until the
Tournament Director calls the catch to the weigh-in.
(b) All fish weighed in alive must be released. {Exception: Trophy
fish may be kept, determined on an individual basis.}
5. TOURNAMENT WEIGH IN
(a) Catch is to be placed in a scale basket free of all encumbrances.
The only exception being a "gut-hooked" fish with the hook remaining
in the fish and all weights removed.
(b) The Tournament Director will verify the size of any questionable
fish by measuring its lenght. All Measurements will be on a "Golden
Rule" with the fish's mouth closed and tail extended to the
appropriate inch mark.
(c) Tournament standing shall be determined by the pound to the
nearest 1/100th lb. Each angler will be permited to weigh in five
(5) fish as permited by State law. Of those five fish, two may be
under 14 inches but must be over 12 inches in lenght. In the event
that Lake limits are more restrictive, then they will apply. Winning
shall be on the basis of total pounds minus any penalties as described
in section 7 below.
(d) The weight of the catch will be read by a Tournament Director
and witnessed by the contestant whose catch is being weighed.

7. PENALTIES
(a) Failure to comply with Rules 1 and 2 shall be reason for disqualification
of catch by the Tournament Committee.
(b) Late for Weigh-in: Deduct 1 lb per minute up to 15 minutes from
the competitor's catch. Total catch shall be disqualified after
15 minutes.
(c) Short Fish: Penalty of one pound (1 lb.) and loss of fish.
(d) Over Creel: Loss of largest fish in competitor's creel.
(e) Dead Fish: Loss of three tenths (.3) pounds per dead fish.
(f) Penalties will be carried over from the 1st day to the 2nd day
of all 2 day tournaments
8. GUESTS
When a Club member does not have a partner for a tournament, he may invite a guest to fish with him. The guest will not pay an entry fee and will not be eligible for any Club tournament benefits. The guest shall be required to observe all tournament rules.
9. EXPENSES
Expenses shall be shared with the boat and automobile owner on a 50/50 basis.
